Security tab of SNMP service greyed out on 2003 server

Any ideas? I can alter the traps, agent and all other aspects of the service, I just can't alter "accepted community names" or "accept packets from these hosts".

I have successfully altered these settings in the past on this server, I have admin on the server and there's no gpo settings regarding snmp being pushed from the domain as I've successfully altered the tab on a server in the same OU and security groups.

I'm considering just reinstalling snmp, but I'd like to know what causes it.

    And editing the registry at
    Code:
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\SNMP\Parameters\ValidCommunities
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\SNMP\Parameters\PermittedManagers
works fine and persists through a gpupdate and a reboot.
