lame mp3 what am I doing wrong

ok got lame mp3 and trying to encode an mp3 at higher bitrate from command line..

    so done

    c:\lame\lame.exe -b 80 -cbr -m s c:\edugeek_radio\20060516hifi.mp3 test.mp3

But for some reason mp3 still comes out as the original mp3's bitrate etc

    ideas

Lame will refuse recode at a higher bitrate if there's no point. Re-encode using the original wav file.

Decode to wave, then back to mp3. You'll lose data. But it should still sound ok.

The hillariously unobvious --decode command line option:

    Code:
    lame --decode somefile.mp3 somefile.wav

is 80kbps even a "true" bitrate? i would have thought the closest was 96
