Zip blocked (XP-SP2)

Can someone tell me how set it so you don't get the zips blocked (so can't extract)? I remember setting something in GP.

It could be a Windows Software Restriction Policy, or typically, various proxy filtering systems allow you to block *.zip files from being downloaded.

The zip in question was created on the actual machine. However it was on Windows 2003 R2 which has everything in locked down and it doesn't like Capita's DynaZip compression library.
