Outlook not displaying FROM field

Had a weird one reported today.
A user can get her emails, in the main Outlook inbox page it shows who it's from etc, but when you double click to open the email in its own preview box, the grey area at the top which shows
FROM/TO/CC/SUBJECT etc only has the from field. So she doesn't know if the email is to her or if she's been CC'd in or what.
I cannot for the life of me find out how to get this back. I know you can get back the fields in the main Outlook page, but this is in the new box that opens when you double click an email.
Anybody seen this before?

i was sure i clicked on that before and it only showed the TO field. damn it!!

It only shows "To..." when you are sending a (new) message (with the Header off)!
