I have done that and it doesn't disable/delete the "Set as Desktop Background" option in the context menu in firefox, just microsoft stuff, excluding picture manager.

Is there any way of combining this with bginfo and having a wallpaper that is usefully tied to the logged in user, but not changeable by the current user?

    User Configuration>Administrative Templates>Desktop>Active Desktop

In the Active Desktop Wallpaper fill in a local or UNC link to a wallpaper you want to enforce and select its composition. Ensure the users have read access to the wallpaper.
Double Click on Active Destop Wallpaper choose "Enabled" and the 'Wallpaper Name:' just type the location of the wallpaper you like. (e.g. d:\wallpaper.jpg)
