    if you're not talking about HUGE file sizes you could try Zamzar - Free online file conversion

    they offer vob format output...

    we use this and it works very well creates an ISO aswell as VOB files and you can also add titles.
    its called avi2dvd by trustfm
    Avi2Dvd (Official page) The Freeware avi to dvd converter tool
    edit - its also freeware

    Adobe Premiere will also do this, and it's useful when you're working with large .wmvs.

    It can take several hours though.

    I just burnt 8 episides of The Apprentice WMV's (699mb each) onto a single DVD with "convertxtodvd" and it took 2 hours with a Core 2 Duo..
