Server 2003 R2 reboots instead of shutting down

We have an IBM x3650 server running Server 2003 R2. When we go to manually shut it down it reboots instead leading to us having to turn it off at the power switch. Any ideas as to what may be causing this problem?

We have this issue on a Dell Poweredge 2650. - I think its a BIOS needing an upgrade from what I recall being told.
