Is there any way to configure an exchange/OWA mailbox to allow outgoing mail to be sent only to one address? We want to create new mailboxes for users without email access ATM for a penfirend scheme for french, but we need to censor the emails (apparently there was a bit of a crisis when a pupil sent an unsuitable message last time this was tried) so my plan was to set up an alias for the french HOD to be able to check the messages before forwarding them to the right addresses.
Our students email account/exchange is set to only allow 5 email address to be sent to, this was done from exchange properties on server, you can set it to as many or as few as you like. I assume the settings would be carried forward to OWA as its the same files.
Ah, it seems my 1st post was misleading. What I meant was I want them only to be able to send email to one single address e.g. penfriends@ourschooldomian.org and no other addresses. Is this possible?
Which version of Exchange? 2007 has transport rules, before that don't think it's an easy task...

Thinking laterally then, can you set up a form/page on IIS for the students to write their mails and send them to the teacher for moderation and a page for them to read their replies?
Can you limit your students to send only within the domain, get them to email the French teacher and she emails out?
All we have done for pupil accounts is in our outbound smtp connector properties, selected to reject messages from all of our pupil accounts.
To stop them recieveing emails, we set each individual account to accept mail from authenticated users only.
This means they can only send and recieve emails to other pupils / teachers.
