I have 3 servers that i have created a background bmp witht he name of the server on it. Trouble is when a differner tech logs on to the server they do not see the background i have created. I want it so that who ever logs on to the server gets the background that i have created.
I know this can be done because we had some LEA laptops given to us which had the LEA's background on them and who ever logs on to the laptops gets the lEA background.
Sorry if this is a bit basic but I am on a massive learning curve.

You could set the background of the Default User on those machines so that by default anybody that logs on will get that unless their local/roaming profile overrides it.

or stick it in "all users" in Documents and settings!

Use BGInfo instead.

You have to set it up as you want it on one user, log on as a different user and copy the users profile folder that you setup over the default one in documents and settings.

Re: Desktop configuration for all users.
Personally, i would use group policy for this one:
User Configuration -> Administrative Tools -> Desktop -> Active Desktop -> Active Desktop Wallpaper
Word of warning, read the explanation as there are dependent settings (for example, you must enable active desktop)

if it's only for a handful of machines, each one with a different backround, go to doc and settings, go into yours, copy all the files and folders. make sure you can see hidden folders, go to the "all users" and paste the files!
If you have personal docs you don't want anyone else to see, don't copy the My Documents folder
