if i disable active desktop how will i be able to force the same wallpaper to all computers across the domain.
Is there a way to place it in the local profile and use it without having active desktop to be in operation ?

Have you looked at BGInfo from M$ ?
    Link

Gives a really professional looking background. Just add the a line in the login script to run your customized BGinfo file.

Right Click My Computer > Properties > Advanced
    Under "Performance", click SETTINGS

Go to "use drop shadows for icon labels..." and untick.

    Is that what you want?

It was cause by active desktop yes. I was aware of the setting on the local pc, but I wasnt aware that same thing happens when using crappy active desktop
Bginfo looks really clever. Its again that guy from sysinternals who was employed by microsoft..

I hope I can deploy BGinfo with group policy.

you can by using a script that runs at logon, with bginfo and the conf file on a network share.

    Set objShell = CreateObject("Wscript.Shell")
    objShell.Run "\\SERVER\Netlogon\BGinfo.exe \\SERVER\Netlogon\Config.bgi /nolicprompt /timer:0", 1, True
