I am currently working with Windows Mobile devices.
From what i can see, there is no way to lock the device down in the way that you are looking for.
They are designed for Corporate use, so the only locking down is in the form of pin codes, authentication and if the device is lost.
I have not found a way or some form of security policy that will enable you to disable things like bluetooth and not saving to the device, etc.

well there
You could take a look at this http://www.microsoft.com/systemcente...e/default.mspx. From the Overview
"Application Allow and Deny
The Mobile Device Manager application allow and deny feature helps empower IT professionals to decide which software applications may run on which devices for productivity, compliance, or other business reasons. This feature helps provide enterprise control over what software can be installed and run on the organization's Windows Mobile devices."
