have you checked that service is set to "automatic" to start up, and have you installed any programs recently, we had this at our school before but it was peice of software (cant remember now) that disbled this service.
Also check for viruses. Seen some try and replace the netlogin service with their own exe.
Do you use NetSupport ?
We had a similar issue, when students were finding a way to remove NetSupport from individual computers, next time someone tried to log on, it came up with that error.

I ask because im having the same problem here, and i updated NSS last night?
Run "winmsd" and go to Components/Network/Protocol. Look at the
names in the list, anything with "MSAFD" in it or the "RSVP xxx Service
Provider" should be fine. Anything else is suspect, and uninstalling the
owning program might help.
If that fails or your provider list is empty, you may need to rebuild the
catalog from scratch. The following instructions will rebuild your catalog
for TCP/IP. If you are using any other transports (If you don't know, then
you probably aren't) then you will have to reinstall them as well.
