Did you install the Active Directory Connector on the computer making the accounts?

The workstations were setup when the network was created a good few years back, so i am unsure they have never caused this problem before.

Have you checked the the account that the Active Directory Connector service is using for it's credentials ? It has to be enabled and appropriate perms.

Any MS Exchange errors in the application log. (Event Viewer)?

Also if the server you are creating the users on is not a DC, the AD may not update if there are replication issues

We have tried to make an account on the Exchange and the DC but still the same.

I've just had this today oddly enough. I just restart the Exchange system attendant service (which restarts the store too) and it started working again.

I have heard a roumor that you can reinstall Exchange SP2 to resolve this however I wouldn't recommend doing it.

There was a time sync issue with the servers a reeboot was in order and it was all fixed.
