HTML Files opening in Dreamweaver and not IE

One user has somehow got the settings stuck so html and htm files only open in Dreamweaver and not in IE. Fine, change the default programme within Control Panel you say, but IE is not listed in there to be the default. Any ideas how to get round this? RM CC4.3 here

Not sure if CC changes it, but can't you just right click the file, open with, and set the default through there? (Can even browse to an exe if it's not showing, but IE should be an option) Guessing that's how they changed it in the first place.
