There is a little application we use at one of the schools i work at, called "EZ GPO Tool". It allows you to set the idle time for workstations to turn off monitors or suspend via group policy. Alternatively, the program can be run by local registrry settings.

Appears to let you change monitor sleep setting but not hard drive?

I would also look at -
http://support.microsoft.com/kb/915160 (which we use now)
and
http://www.dennisbabkin.com/php/download.php?what=WOSB (which I have not tried yet, but looks useful)

We tried EZ-GPO but could never get it to work consistently. Based upon a recommendation we've just started trying data synergy Powerman instead. My first impressions are very good. It was a dream to deploy with group policy and the computers all wake up in the morning bang on time.
