Are there group policy templates that will allow me to control VIsta (and all of its new features) under Windows Server 2003 R2. Have trouble atm as Server 03 isn;t supporting .admx files.

I don't think so, you need to wait for Server 2008. They've just released an RC0 you can download and take a look at.
No, you need to upgrade to Windows Server 2008 to properly lock down Vista.

I have managed 110% fine using a Vista machine joined to my 2003 domain, it worked fine for me.
