Since i have shifted to server 2012 on both DNS and DHCP clients are no longer having DNS records removed or changed based on the DHCP please. The attached is the setting on the scopes.
Any ideas please?

This sounds like the client dns settings on server 2012 are not dynamically registering. Go in to dns manager and check the dynamic updates. Have you tried running the command ipconfig /registerdns on the client machines? and seeing if they populate in dns
Check the box always dynamically update the records and see if that works. I am sure it will

This may be due to the DNS UpdateProxy group configuration and credentials. Add your DHCP servers to the DNS UpdateProxy group and set the credentials in the advanced tab of the DHCP server configuration.

I would bet the price of a Kit Kat Chunky that it's the DNS dynamic updates registration credentials on your DHCP server.
In your server MMC, open up DHCP, expand your server, right click on IPv4 and choose Properties, go to advanced, click the Credentials button, give it a username/password with permission to update the DNS. Do this for each DHCP server, job done.
(I made the same mistake when I moved from 2003R2 DC to 2008R2 DC)
