Changing Password problems in Windows XP on Windows 2008 Domain

I've looked through the GPOs and I've set them to 6 char minimum (It will be changed later) 0 password history, no password complexity, password duration is 0 so you should be able to continue to change the passwords several times a day however when I log in and attempt to change my or any users password it states that it needs to be 1 day old? Is there some other setting on a DC that does this? I'm tearing my hair out at the moment?

Local Security policy on Windows 2008 Arrrgghhh why oh why? I think I need another holiday ;) Can't believe I didn't spot the issue earlier.
