    "Publisher could not be verified"

I get this message every time any user wants to click on an exe - not just remote ones - and the user has to click the 'run' button - sometimes more than once.
I have searched around and it seems to be modifiable in group policy, but in Server 2008 I cannot find the setting.
I'm sure I've just missed it, can anyone help?
