    Stop and start yes - as in opening post...

    net stop w32time
    w32tm /config /syncfromflags:manual /manualpeerlist:”0.uk.pool.ntp.org,1.uk.pool.ntp,2. uk.pool.ntp.org,3.uk.pool.ntp.org”
    w32tm /config /reliable:yes
    net start w32time

    w32tm /config /update

    don't think you sent the update command when configuring which is why PDC is pendng. Might have to stop and start the service again?
