Terminal Server Licenses (Devics vs User)

I wonder if anyone out there can advise me!
I consider myself to be "quite good" when it comes to Microsoft Licensing, but this one has got me a bit confused and I can't find an answer!
We have a Microsoft Schools Agreement for 300 desktop CALs and about 9 servers.
I've been sucessfully testing Terminal Services so that our staff (and maybe Students) could log on via TSWeb or the actual remote desktop application. Everything works fine and I'm in the position to move forward with the project. However, I need to make sure we're licensed!
When you install TS you get asked for per device or per user licensing....
From reading I've assumed that user licensing would be the best (as users will be logging on out of school etc?)
My questions are:
1) Is my theory on licensing per user the correct one?
2) Do I already have a collection of TS licenses as part of the Schools Agreement (i.e. maybe covered in the desktop CAL?)
3) An indication of any licensing costs would be good!
