Can you just enable recipitant limit thingy? Or will that affect other options you have setup?

If you create a distribution group you can either setup on the mailbox who can send emails to it or you can setup a transport rule to do the same.

EDIT: Open up a group select the Mail Flow tab and choose message delivery restrictions and choose only senders in the following list.

Assuming 'Entire Company' is a Distribution group, as glennda says you can do this in AD by double-clicking the distibution group and changing the Message Restrictions so that only certain people can email it.

Exchange 2010 Has moderation options on distro groups, so you can have somone "approve" messages and also have users that can send without moderation.
