Active Desktop display picture through GPO

This problem seems to effect users randomly. I know that there are already post refering to this problem but nothing seems to work. I have managed to get rid of the white screen that displays the message by deleting the htt file on the users account. But when the user logs in now they get internet explorer cannot find html file active desktop.
I know it's only a small thing but i change the image from the server each day and use it to display up and coming events at the school.
Does anyone have an answer? Most answers seem to refer to the individual machine but i'm sure this is a problem with the profile being pulled from the server as we use roaming profiles.

Sorry if i seem a bit thick and have not used all the correct terminology.

    Many thanks for any help

Just out of curiosity, have you deleted everything out of there profile folder and allowed it to recreate? Generally, we find this sorts most of our problems.

Actually you have not actually described what the problem actually is.

sounds like you have deleted a file which is still being pointed to - look at the group policys and see what is apply the policy and remove it.
