In that case you need to remove the rescriction in GPO.
Or you can give student the permissions to the path you specified above.

The BAT will only be able to access what they can as it's run as their user. Even if C is hidden, they still need access/permisson
What's the actual reason you want them to be able to access the Folder in the first place? If it's a program can't you create a shortcut to it?
