    Does anyone know of a free GUI tool to force pasword change and password strength in AD

    You are not happy doing this manually with AD and Group Policy?

    With AD you can right click a group of users and select "Change password at next logon" and in your default domain policy should be your password settings for length, complexity requirements etc...
