tapi3 message when removing last 2003 domain controller
trying to DCPROMO (remove) an old dc, I believe this "tapi3" is something to do with telephony (which we dont use) can this message be safely ignored? we have two shiny new 2008R2 domain controllers ready to take over.

It is indeed telephony related. If you're sure you're not using any of the functionailty described in the link above, you should be safe doing without it. I would remove it from the server before running dcpromo so that there's no cruft left over in AD relating to it.
