Restore system state from network backup

Just been chatting to RM engineer and our backup routine came up. He told me that you can't restore System State from a network location and that is has to be from a local device - is this true 'cos I have never heard this before.

I have managed to restore system state from a network location, the server, which was a DC, had a problem with the active directory being damaged; the server was booted using the Directory Services Restore mode from the F8 boot menu.

I knew that sounded wrong but he was so adamant about it.
