    I have done this using an ADM file I wrote, as I don't like active desktops. I have found this to be more reliable and faster.

    Using Group Policy Management Console
    1. Find a group policy that applies to the users you want to set the background for.
    2. Right click on the policy and click "Edit"
    3. Under "User Configuration" right click on "Administrative Templates"
    4. Click "Add/Remove Templates"
    5. Click "Add"
    6. Browse to the adm file I have attached to this post (EW-Display.adm inside the zip file)
    7. Click "Open"
    8. Click "Close"
    9. Under "User Configuration"
    10. Expand "Administrative Templates"
    11. Expand "Edward Watton"
    12. In the right hand panel double click "Wallpaper"
    13. Select Enable
    14. Enter a path to the bmp image file you want to set as a background (I recommend you point it to a local copy of the file to save network bandwidth. You could deploy the bmp file using a script or package the bmp file using your normal package and deployment mechanism. Also ensure the user has read access to the bmp file)
    15. Log on to the network as a user that this group policy applies to and enjoy your new wallpaper with a coffee


    NOTE: You can only use bmp files for backgrounds using this mechanism. The image needs to be the correct size for the resolution of your computers as I have not added the stretch property/option to my adm file.
