We are redirecting our documents back to home drive, and then pictures, music and videos to follow documents.
This parts work fine. on the desktop we have the libraries folder with the username and in there is lists all the redirected content, and also the local ones too.
So we have 2x pictures, 2x videos etc
we only wanted the redirected stuff there not local.
is there a policy to sort this?

I had this. The only way i found was to remove those shortcuts you dont want from the users profile.
What type of profiles do you use?
If you remove the Libraries folder from the desktop and enable the following policy: User Config > Policies > Admin Templates > Start Menu and Taskbar - Remove user folder link from Start Menu - Enabled this will give you the results required.
Other than removing local folders manually (per user) there's no way to do this, it's by design in Windows 7. As long as you redirect Documents, Pictures and Music, the redirected/mapped Documents, Pictures and Music will take priority over local Documents, Pictures and Music.
