'Turn Windows features on or off' is empty

When I open the "Turn Windows features on or off" dialogue box, the list is empty.

Checking MS website suggests running SFC or using System restore which tends to suggest they have no idea what the problem is!

Anyone else had this or fixed it?

Have you tried a sfc /scannow from a admin command line?
