Windows 7 upgrade did not transfer files

I've recently been running windows 7 upgrades. I've cleaned up everything i can (adobe, office, old user files etc) leaving just vista and the exam packages which were a complete a pain to install.

The upgrade on all the machines i've done so far has gone through fine with the exception of one machine where vista upgraded to win7 but didn't transfer any of the setting or programs across.

On closer examination all the temporary files created in the upgrade process seem to be on the c:\ (in various $ folders) just wondering if anyone knew a way to transfer them into the new OS
