To do this you need to put a bmp file into "C:\ProgramData\Microsoft\User Account Pictures" (x86) called user.bmp
Then go to Computer Settings->Admin Templates->Control Panel->User Accounts->Apply the default user logon picture to all users
    The BMP is 128x128
You can deploy it as a package/startup script/os image/gppreferences (my way)

    Enjoy

Just tried that, but the picture only appears once a user is logged on - if nobody is logged on, the box remains empty.

My approach has been to deploy a customised logon backdrop instead that has the school logo in the top left.

Problem is you still can't get rid of that ridiculous box unless you hack the relevant DLL I believe. We have a customised background, but still have that frame!

Try adding the same image as guest.bmp. I think that should then show the picture you want

I had the default guest.bmp in place when I enabled that policy to test it, and it didn't show that image either.
