I already know that you cant use HTML wallpapers with Windows 7 (you just get the black screen o fail).

Correct me if I'm wrong here, but does it not mention on the policy description that it can be either C:\back.jpg or \\svr\share\back.jpg.
You could try it and apply it to a test machine? Would be quite useful to know as our new Windows 7 machines are getting black backgrounds and this would be a super easy way to change them if required.

Not having a Windows 7 machine to hand I can't experiment. However if other methods do not work have a look at this:

there is a hotfix for this The "Desktop Wallpaper" Group Policy setting is not applied in Windows 7 or in Windows Server 2008 R2
but ive not tried it yet
