    I'm also having a problem with the:

    The winlogon notification subscriber <GPClient> took 599 second(s) to handle the notification event (StartShell).

    And while I haven't found a solution yet, I have discovered that the time it takes for this can be reduced by disabling IPv6 on the NIC. While it's nowhere near a solution, it does help slightly while I carry on looking.

    Apparently this is due to login scripts equiring elevated credentials. I disabled UAC using group policy & this fixed the black screen of death for me.
