It actually looks like according to the T&Cs even though it says specifically students that staff might also be covered by it :-

"Promotion Eligibility: This offer is good only to eligible students and staff who attend or are employed at an educational institution geographically located in the United Kingdom, Jersey, Guernsey or the Isle of Man. This offer is non-transferable. One of either Windows 7 Home Premium Upgrade or Windows 7 Professional Upgrade may be purchased per eligible student or member of staff (but not required). "

    Mine is free.

But that was because I've just bought my laptop and it qualifies for a free upgrade to Windows 7 from Vista

I've got a .sch.uk email address and have ordered Windows 7 through the student discount scheme. The T&C's quoted by flyinghaggis seem to be correct. The email from Microsoft/Digitalriver with my link to purchase came through immediately. I've ordered 32bit Win 7 home prem for my old laptop at home for just 30. Result!
