All I did was use the User\Windows Settings\Folder Redirection\Start Menu GPO and redirect to \\Server\Share\Start Menu with the links in a programs folder (like @sonofsanta mentioned above).
The GPO it's in also has some computer policies and it's positioned in an OU for the suite with loopback enabled and security filtering for the suite + students.

I take it you don't have anything like this turned on?
User Configuration > Polices > Administrative Templates > Start Menu and Taskbar > Remove user's folders from Start Menu
From your XP setup still?

@AJWhite1970 this does work yes, however it stops all the XP users having a start menu.
I tried to create a new OU called windows 7 machines in the computer OU then apply a GP to that OU and put these in the user config but then doesnt work again! anymore ideas?

Well everyone a MASSIVE THANK YOU for all your help I not know what I did, but it now works! I was messing around with removing video links and pictures links from the explore menu and it worked! I had done a GPupdate after every change but o well it works!
Now to work out why, before it stops again!
The wonderful world of windows 7 migration continues.... Egypt next week!

I've learned from bitter experience that trying to share a policy with Win Xp and Win 7 just doesn't work, what works on one breaks the other.

This works for us:
Start menu folders share on server - start menu/programs/folders and shortcuts.
GPO - Startmenu redirected to above location (we have different menus for Xp and 7 32 bit or 64 bit)
Grant user exclusive rights to Start Menu Disabled
Move the contents of Start Menu to the new location Disabled
Also apply redirection policy to Windows 2000, Windows 2000 server, Windows XP, and Windows Server 2003 operating systems Enabled
(admin templates/startmenu and taskbar)
Remove Default Programs link from the Start menu. Enabled
Remove common program groups from Start Menu Enabled

@AJWhite1970 I'd say ive pretty much cracked it now with one GP for XP users and Windows 7 users all under one hat! some unreal messing around though!

As a point of interest, did you know you could use WMI filters to segregate your XP and Win7 policies?
select * from Win32_OperatingSystem where Version like "5.1%" and ProductType = "1"
Then you can stop your Win7 testing from affecting XP policies, and allow your Win7 testing to be clean without issues introduced by legacy policies. Also lets you run both systems side-by-side as you roll out your migration without having to recreate your OU structure and move everything over.
