JoomGallery is good - overkill for what I do with it, but has loads of options for tagging and commenting pictures from the front end.

You can even allow users to upload pictures from the front end, if they belong to certain security groups

It has a few add-ons that are pretty much essential - their content plug-in, JoomPlu, their custom button for inserting images into articles, JoomBu, and their newish Lightbox module, which extends the range of display options available. There are others, but they add functions I've not needed, so I haven't really looked at them.

    Best of all, it's free!

PhocaGallery also has a good reputation, but I found the interfaces and options didn't really suit the way I work, plus it was even more overkill than JoomGallery.
