    I'd say its your error reporting in XAMPP php.ini file.

    If you change these two lines to:

    error_reporting = E_ALL & ~E_NOTICE
    display_errors = Off

    Does it remove it?

    Nope, it's the same as it ever was. I logged on this morning and it took forever, when it finally loaded this is what I got.
    It's on a dev server running xampp & Joomla.

    @Steve, I think I see the issue.
    even after editing those lines in php.ini display errors still shows as on....
    Any tips for forcing this setting?

    Did you restart apache (or w/e) and it's still showing as on?

    Sussed it....

    Output_buffering = 4096 switched to off
    Display_errors had also reverted.
