Off-the-shelf Website Templates - Where to buy from?

My brother-in-law wants to purchase an off-the-shelf css website template to save some money for his management consultancy business and he has seen a template that he likes and which will work well with his vision of how the site design should be.

A Google search has shown that this particular template is being sold by a number of websites but he's concerned about the validity of the websites in terms of entering his company credit card details.

The maths is simple - he can either pay up to £5k to a website design company to produce the site he needs, or he can buy this template for $64 and pay a freelance advertising/graphics-designer/web-designer he's used in the past the £1k he's been quoted to do the images and the advertising copy.

Does anyone have any recommendations for a particular web templates website? The template he's after is called estremera. Many thanks.

The site that I've used now and again is Website Templates for Dreamweaver, Frontpage, GoLive, and Flash - 4Templates.com
    Most are $19 - $35, and decent quality/design.

I know someone who has bought from Monster Templates before - no problems.
