Administration/Security/Site Policies
You probably have the "Force users to login" option ticked.

Nope neither forcelogin option is ticked. The forcelogin option would automatically go straight to the login page this wait for a few seconds displaying the front page then goes to the login screen.

Has it done this from a fresh install or was it alright up until a certain point?

Have you customized your theme? You could knock it back to a default one and check if the problem continues.

This was caused by the SPDC portfolio block.
