A bit of a long story - sorry - I will get to the point but some history may help..
We are running Moodle 1.98 on an Ubuntu server.. this ran out of space so I moved the moodledata folder to another server and mounted the share - I entered the path to that in the config.php
Afeter that move - the sessions weren't working right and any attempted login gave the 'cookies must be enabled' warning and failed.. I checked permissions and gave 777 on the sessions folder, but no luck!
In the moodle config.php - I added the line
$CFG->respectsessionsettings = true;
and users could again login..
unfortunately when users attempt to open a Word document (but not PDF) from within the moodle site they get a popup 'Windows Security' asking for credentials, if this is cancelled, the document opens..
I did manage to stop that happening by adding the line
$CFG->usesid = true;
as the last line of config.php before the ?>
However that introduced another error that going to the moodle.oursite.org logon page gives a 500 Server error - but the site is visible after a reload/refresh..
Any suggestions how I may get rid of the annoying windows security popup?

8th September 2010, 04:20 PM #2 I can't give you the answer but we to had a similar problem. I put it down to moving to Windows 7.
The problem seems to be much less now

8th September 2010, 04:27 PM #3 We have moved to W7 too.. but I suspect the answer lies somewhere in how moodle does it's sessions.. especially as I can make the problem go away by adding
$CFG->usesid = true;
to the config.php - only for that to cause a 500 server error message until the web browser is refreshed..

We are having this issue aswell.
I wonder if its an IE setting?

Moodle.org: Modules and plugins
It now presents an option - open or download when a document is selected..
Hope this helps somebody else..
