30th March 2009, 11:36 AM #4 I come across this... maybe worth giving ago?
It ended up being a security issue. Check the Service accounts in Central Administration and the Application Pool Accounts in IIS. Make sure the account(s) are valid, not disabled, and passwords are correct. We had contractors creating SharePoint sites and Apps a while ago, now they are gone, the accounts were disabled, and the Wizard would crash at Step 8. Final Steps to resolve the issue that we came up with are follows:
1. Checked Application Pool Identity for all Application Pool and Service Account in Central Administration.
2. Found Application Pool and Service Accounts with Wrong Identity.
3. Changed User id with proper User Name
4. Stopped SharePoint Web Application Service
5. Run Config Wizard
6. Started Web Application Service
7. Run PSCONFIG –cmd upgrade –inplace b2b –wait –force
or
some websites also recommend running the following stsadmin command which apparently solves the issue
psconfig –cmd upgrade –inplace b2b –wait –force
