Having upgraded PHP to 5.28 and moodle to latest 1.94 on iis 6 on server 2003

I find that all my moodle pages and layout are fine except that they don't display any images I uploaded to moodledata. On testing neither can I download previously uploaded word, pdf, ppt excel files

The uploading works fine and end up in the right moodledata folder

I have tried permsiions etc

anyone any ideas?
