as you maybe all aware it is more difficult for a Primary School to get one of the Leading Providers of VLE's eg. TALMOS etc.
This is mainly due to Funding and Cost...
What are other primary schools doing or what do you intend on doing?
Opensource.... something like Moodle may be an option.
I am a user of moodle and really like it, I have currently set up moodle and it works fine but I dont think it can offer things which some of the leading provides can provide.
We want student directories to tie in with student home directories within school, uploading and downloading files etc. Securley.
If your moodle site is on linux, you can tie into home directories...

Not tried it myself as our moodle server is windows based.
We have just got Talmos (I'm in a secondary) and once we get it up and running we will be dishing it out to the primaries... so you could get in touch with some of the high schools in the area and see what they can do for you.

In addition to Moodle you could also consider SharePoint with SLK. SharePoint is a free add-on to Windows, unless you go down the Office Server route, and SLK is open-source.
Even if you want to use Moodle for learning specific stuff there are Moodle web parts available to integrate into SharePoint if you wanted to use its functionality.
