Virtual learning environment

Please can someone answer this simple question? Why do we call a VLE a Learning Platform? What's the learning environment has got to do with platform. I need a simple answer to explain to kids.

Learning platform is a framework of tools that work seamlessly together to deliver a student centric learning experience by unifying educational theory & practice, technology and content

Although most people use them as the same way my understanding was a learning platform is more of the backend. Other apps run ontop of it. A VLE is an app as such. (As per Becta's one, a VLE is one of those tools that runs on a learning platform)

But generically they're used as the same meaning
