can you use System Center Data Protection Manager to backup a vmware esx servers?

You can use it to backup windows VMs on esx.

But not ESX itself or the VMs at host level on esx.

Not with DPM on VMware. You can do with the data recovery plugin (personally its not worked for me) depending on your esx licence, run your own backup scripts or pay through the nose for a 3rd party VMware backup provider.

DPM 2010 can do what you are after but only with hyper-v.
