I was going to suggest, as Joedetic did, Debian (or Solaris if you want a challenge) and VirtualBox.
As it happens, I'm just installing a Debian VM in VirtualBox on my Windwos 7 machine as we speak. No slowness in sight and networking is a breeze (a couple of versions ago, bridged networking was a pain to set up but it's all automagic now).
So what the hell is wrong with my system for it to be that slow.... think there is some networking issue somewhere
Found out that WinPE has a firewall builtin. For those who might want to turn it off:
Add the following command to your startnet.cmd
wpeutil.exe DisableFirewall
