How about adding something regarding printing? At the moment you have 3 B&W lasers + 1 Scanner. How about adding a network colour copier on a lease?

they at last acount didnt want colour laser but might see what they say... but good thinking

As you say, there are a few grammatical errors but techically OK.
I would go with sysman on the copier route - although I would suggest a networked mono copier with fax capability. This will get rid of the nasty thermal paper and reduce printing costs while also giving them an easy to use networked fax machine.
I would also remove the part about finding a machine and state that additional members of staff will require new computers and state that the admin machines MUST be replaced after 3 years to be modern enough to run SIMS - you can then add that the servicable machines may be used by the curriculum network.
With respect to your switches - the word you want is gigabit (maybe use 'high speed' instead if it's for manglement).
Also drop in about keeping software up to date - factor in prices for at least one upgrade of Office and of course the upgrade to Vista.
