Does anyone know of/can recommend some software for cloning a SCSI Hard drive from our old webserver, that will let me move it straight onto a new SATA drive in another PC, and also allow me to set new partition sizes, whilst keeping all the config etc of the website.

You can use dd to clone and gparted to resize partitions. You could also use Partimage which is more efficient at copying empty blocks than dd.

GParted -- Welcome
I'd get the GParted Live CD and use that. Be very careful that you don't rearrange the partitions and that the new drive goes back in place of the old one, or your fstab won't match the partitions and the bootloader will get upset.
