Blame Redhat. They have a lot of HP servers listed in their supported hardware list. Thus thats how the driver support has wound up in the kernel.
We use HP servers exclusively for our Linux boxes (Although in the past we've also used Dell kit with success).
I got a great deal on a Proliant ML115, £160, and I use it as my desktop computer at home running Ubuntu Studio. I blogged about it here;
